Josie E. Shaffer

Josie graduated from University of Maryland with a Bachelor’s Degree in Government and Politics, and was promptly accepted at the University of Baltimore School of Law, where she was a member of the Student Bar Association and served as the Orientation Program Director. During her time as an undergrad at the University of Maryland, Josie served as Chair of the Facilities Student Advisory Subcommittee, where she oversaw a two-million-dollar budget for giving funding to facilities improvement projects across campus. At the University of Baltimore School of Law, Josie was the Executive Editor of The University of Baltimore Law Review Volume 54 and published the legal comment: “Demolition by Neglect: “Razing the Bar to Prevent Mishandling of Historic Properties” in the April 2025 edition.

Josie served as Senior Law Clerk in the Office of the Maryland Attorney General, Organized Crime Unit from June 2021 through August 2022, and again from January through April 2024. There she managed the weekly tasks for ten other law clerks, researched legal issues relating to criminal activities, and created legal memoranda addressing issues present in various cases including probable cause for warrantless car searches. Josie also served in the Baltimore City Department of Law in 2023. While there, she drafted legal memoranda with a focus on real estate issues such as defining substantial hardship that permits demolition of historic structures and determining damages amounts for inverse condemnation actions.

In 2025, Josie served as a Law Clerk for The Honorable Troy K. Hill in the Circuit Court for Baltimore City. In this position, Josie helped to prepare trial documents for the daily docket, researched and drafted memoranda for motions hearings, and coordinated scheduling and trial matters for attorneys and courthouse personnel. She also collaborated on and proofread rulings read on the record, managed jurors to ensure a smooth trial process, and prepared orders.

Josie graduated magna cum laude from the University of Baltimore School of Law as a member of the Royal Graham Shannonhouse III Honor Society. In 2025, Josie was sworn in to the Maryland Bar.
